The pop up drain is connected to a horizontal lever under the sink. The other end of the lever is attached with a clip of some sort to a vertical bracket, most likely with a series of holes in it. Unclip the lever and reposition it in a lower hole to allow the pop up to raise higher.
The problem however is probably hair and toothpaste gunk collected on the pop up. At the drain end, the lever is attached by a nut. Unscrew nut and pull out lever to pull out pop up and clean. Put back together being careful not to over tighten nut (they're usually plastic and can break).
Good as new.

Behind the drainpipe is a lever. It should have a metal squeeze-clip on it that connects to the rod you pull or push to operate the stopper. Squeeze the clip and slide it down the rod. This should make the rod coming out of the drainpipe run on an angle downwards towards the wall. At this point, the stopper should be all the way up.

Mine had a screw on it under the sink, so I had to crawl underneath to take the screw off.
