are we talking developed nation housing or developing civilizations?

for the latter then the river's disadvantages are almost nonexistant compared to advantages.

There are many advantages than disadvantage.The basic need of a man is food.Agriculture is possible only if ther is river.Some rivers serve as inland water way.If there is water-falls on the way, you can produce hydro-elctricity which is required for many industries and for home use.Like this you can cite many examples .The only disadvantage is flooding.You should not forget that many ancient civilisations in many parts of the world flourished only on river banks.

About the only benefits I could think of
would be access to the river and having it as scenery

Of course you have to trade it for
Increased chance of FLOOD damage
Alot more mosquitoes in summer
and an increased property tax based on
the length of the riverfront edge of the property
and the noise produced by others also using the river
for recreation

The benefits would be there only if U love the river. I don't. I guess fishing, boating, swimming?, nature. Disadvantages : floods, mosquitos, snakes, the smell, polution, isolation, etc. Different strokes 4 different folks!
