I suppose I should say report them to the police. Animal cruelty is generally a criminal offense. But the instinctive reaction is to get between them and the animal. By the time the police get there, the animal may be dead, or the whole scene may have changed.

That is the problem with calling the police about an on-going crime. They can't teleport instantly to the space, and by the time they get there, the criminal is usually long gone.

As to punishing them directly, that is wrenching the whip or whatever out of their hands and giving them what they were giving the animal, I'm afraid I am neither strong enough nor brave enough. But I certainly will tell them what a poor excuse for a human I consider them to be.

Call the Police. They will remove the animal and get it the care it needs. And they will punish those guilty of the abuse.
