Because European TV displays "more" than American TV, and European beaches are more likely to have "exposed" people.
I'm asking this question neutrally -- I am not criticizing or debating what is correct , I'm just curious as to how the relaxed attitude towards exposure originated in Europe.

the origin of nudity in Europe backs to Archimedes era when he discovered the rule of specific gravity in bath and he became excited then he ran naked in to the street crying Eureka, Eureka "I have found it!"
afterward this fixed as a tradition and Europeans who find something expressed it by exposing themselves nud.
there is a long time since the Archimedes era and now a days Europeans expose even they did not find anything.
about America it is clear. they had not an Archimedes

Now I know what they mean by Catholic liberation theology. Catholic means universal, they tend to have a broader view to their credits Religion is way down in Europe also. The Anglicans are almost dead in England and going great guns in Africa. Spirituality is having an incredible comeback while some religion is softening and others are hardening in much of the rest of the world.

It all started with Napoleon who once ran from his bath chamber , naked apart from a small flannel , shouting - 'I have it'
He actually didn't have it and Josephine lived to ride another day .
But ever since then the Europeans have had a fairly liberal view of nudity , especially through binoculars .
For proof , just visit any Swiss seaside resort and see Germans, French and Italians without a stitch on , indulging in beach volleyball , water aerobics and soccer (The Germans usually win on penaties ) Not a pretty site !
