seems to have enough battery charge new battery wants to kick over but just winds. Once in a while it will start for approx. couple of seconds then shut down.

Sounds like a starter solenoid.
There are two main elements to your starter, the motor( that spins the starter gear) and the solenoid ( that plunges the pinion gear forward to engage the clutch basket)
If you are hearing the starter motor spin, but not hook up, it's probably the solenoid.
You may just want to replace the entire starter, they are available for as little as $150 up to $500 in after market catalogs like Jireh and J and P, or around $ 350 from H.D.

This is a problem you will have to get a mechanic to look at because it could be the starter, coil, or some other electrical issue - and don't go by the first response. Shops charge 65 an hour or more and they charge you by the hour until the problem is solved. They don't stop charging if their first attempt doesn't work.

Sounds like a problem one of my buddies had. Starter turned fine, but the engine didn't quite catch and start. The engine wasn't turning over fast enough. Problem was overrunning clutch in starter was slipping. Not a lot, but just enough. Happened twice, I think?

If the starter is not engaging, put the bike in gear and rock it back and forth a couple of times then try it to see if it will catch. Could be the starter gear shaft came loose.
I'm not sure if I understand your question completely....Does it not run at all?

sounds like a fuel line problem. Do you have a carb or EFI? with a carb, you can take it apart and check to see what has collected in there and clean it out. If that isn't the problem, then i'd check the fuel line from the tank to the carb. Other than that, I'd say take it to a dealer and spend the $50 to have them fix it. After all, if they charge you to fix the problem and it doesn't work, they keep trying till they get it right and it won't cost more.

this problem could be fixed if you don't want to kick start by taking it to a shop and having them look at the wiring usually that's all it is it was on my v star
