It's the expression of emotion, invective or directive towards another. The specifics of course depending on what **** refers to. If it's what I think it must be...it's not good. It means ill will is being expressed.

the act of unmarried sexual activities used to have a stigma attached to it.

telling someone to have it done to them selves convies that shame onto them.

of course, many today find that meaningless.....
