What attracts two people to each other is the finding of something in common, and the expression of excitement about that between them. Yes, this can be "manipulated" to enhance the likelyhood of a connection if one is aware and motivated enough to attempt to create that connection.

Yes I have my vision board they speak about in the book so far haha I bought these nice sunglasses that were on my picture board haha I had no intention of buying new glasses but I liked a picture in a magazine and the laws of attraction put that same style sunglasses in my path too weird same style and all and I was looking at totally different sunglasses in the store..........

haha I let you know if it works for my other things like a baby a house a vacation a beautiful man hahah good luck so far one thing happened :)))

Not in the 'Genie will get it for you sense.' But call it prayer or positive thinking, getting clear on your desires does summon them. (or drive you to them.) Also, humans are very social creatures, so if they sense you are committed to a goal, the usual mindset is "Can I help?"

The fear aspect also has a very real element of truth. Again I'm wouldn't say there's any magic to it, but if you are convinced you're going to screw things up, you usually find a way to do it. Also, Humans sense each others feelings, so if you're afraid someones going to beat you up, it's like wearing a 'kick me' sign.
