Get a book or look online for tutorials.
It helps if you have an old, slow PC that nobody uses anymore. All of the principles are the same on an old computer... you just won't be upset when you (and you will) fry the motherboard or any of the components.
With software programming, you might take a class at your local community college on program design. It doesn't cost too much, and you have the benefit of someone else's experience (the teacher.)

A good place to start would be a website called whatis.com it's a computer dictionary that defines all computer abbreviations and in several cases can direct you to different sites for other useful information. When I took my course that is the website we used for a ton of info.
