Maybe things are different where you live, but in MN, buildings too be rented must have a separate gas and electrical supply to each rentable area. This way nobody shares heating/cooling, electricity, or water. They also do this for health reasons. If your neighbor is sick or smokes, I really doubt you want to share the same air as them. I would check into possible code violations. Chances are that your landlord isn't going to be real happy with you. But they shouldn't be able to rent out the place in those conditions. As for the cutting off the air, you can cut the supply air way back by installing a simple register. However, do not cut off the return air to the unit. If you don't want any air to get into your place, put some poly behind the supply register. You will slightly pressurize your place doing this.

A vehicle parking area isn't made for long term parking this could be noted as cabinet area.If it is a shared area i'm assuming you get to occupy the gap 50% of the time.if that's the case write your neighbour a well mannered letter on your conserns and take a examine out to return to a aggrement this way. If this could't be resolved in a delightful or neighbourly mannor use different capacity. If it is a shared spot you pay taxes on that spot and that they are taking great thing approximately you.

If this unit serves both places you may damage it by cutting of the return air supply or the outgoing air supply.
You'd better have an air man come in and see what he can do without serious damage.
Your lungs may be an issue here but, someones pocket book may be an issue too, the owner might take a dim view of you doing anything without his knowledge and. it might be prudent to move instead. This is something that might run into thousands of dollars so, they might just ask you to leave. I would ask first before doing anything, you might be saved from a very expensive lawsuit.
And, in fact if you know it might cause damage, you would be held libel, your lungs are not damaged yet, you could move, the air would be damged without your moving.

What about putting a fan in front of the vetn to blow the air back into wherever it*s coming from?
I guess other than that yu could just seal it up with stiff plastic
and then caulk around the edges.
We did this with out basement vents because we did not want to heat and cool our basemnt because of the cost.
I mean the kind of plastic you can see thru like for windows not like plastic tablecloth stuff.

i would complain to the medical health board, second hand smoke is worse than smoking no one has to endure what you are going through,your lungs are more important than him smoking.
