In my mind, its DJ Premier. He produced all the Gangstarr albums, all Jeru the Damaja albums, Group Home's Livin' Proof and amongst his repetoire, these following hip hop tracks
Nas - NY State of Mind, Represent, Nas is Like, Memory Lane
Jay Z - D'Evils
Common - 6th Sense
Mos Def - Mathematics
KRS-One - MC's Act Like they Don't Know
Royce da 5'9" - Boom
B.I.G. - Unbelievable, 10 Crack Commandments
Close is Dr Dre but for me his best work by far came on 3 albums: Straight Outta Compton-NWA(1988); Eazy-Duz-It(Eazy E 1988) and No One Can Do It Better-the D.O.C.(1989). Yes he did produce his own albums which are good, Snoop Dogg, Eminem, The Game and 50 Cent (G-Unit). I'll give him credit for the beats on How we Do and In Da Club as these will go down as two of the best beats in hip hop history. We also have to remember he had assistance in his production, especially in the early days with DJ Yella. DJ Premier acted alone without any collaboration.

DJ shadow is dope but Dr Dre really started that sampling madness
so you gotta give him credit where it is due

TOMC3-i dont know this guy but he produced project polaroid with kool keith and that has some good beats
same with Iz-Real who did Nogatco Rd. with Keith
DJ Spooky is on an entire different evel - Riddim warfare is amazing and File under futurism is not ready for people for another 30 years at least

there is a ton of good producers but depends on what sound you're looking for
i wouldn't go by sales because i think lil' jon got best producer one year and well,...yeah, okay, whatever on that

It's really hard to say because different producers have different sounds. If you're talking about number of great tracks and impact, I would say Dr. Dre.

But there are handfull of other great producers:

Kanye West
DJ Premier
Neptunes
Just Blaze
Organized Noize
Rza
Mannie Fresh
9th Wonder
Timbaland
Dan the Automator

Like I said earlier, really depends on the type of sound you like. For party tracks, prob Timbaland, Neptunes, and Mannie

#1 Dr Dre. He has been consistant since the late 80s till 2000s. Noone has done that yet. from Gin and Juice to Real slim shady to In da club to Straight to the Bank.

Timbaland and Neptunes are the next on the line because they have been able to innovate their sounds.

DJ Premier and Dr. Dre are the best. But if I went favorites, I'll say The Neptunes (I love their style and sounds), Swizz Beatz (energy), and Kanye.

It used to be Dr.Dre, but then he started working with Eminem, and G-Unot. Now it is DJ Premier (Gang Starr, numerous Nas hits.) he is easily the best. In a close second place is the RZA.
