It is rather illogical, and, more importantly, destructive.

If you doubt someone is being honest, what are the chances that he will admit to being dishonest when you ask? The person could just lie again.

So, by asking someone if he is lying, you are only deepening your doubt. You know that he may lie to you about the lying, which makes you all the more suspicious. Basically, doing this is a way of hurting yourself and others.

Yet... it can work sometimes, and I assume that's why we do it. If you ask it forcefully enough and bring up some possible evidence, sometimes the person will admit it. But that doesn't mean you're not at risk of suffering...

Yes, I would and I have asked people if they are lying to me.

Sometimes, I simply ask light-heartedly, "are you being honest?" Other times, in more serious circumstances, I have said, "I am really getting the impression that you are not being completely honest with me. What is really going on?"

Although I do not always confront people I believe are lying, when I think its necessary for the sake of the relationship or the situation - I do.

That's one thing I don't need to do, for all sorts of reasons, but mostly where I live it's the national sport, so you kind of learn to expect it, and work around that ! ;-)))

In case anyone doubts this the most common local joke ( I mean one they tell about themselves ) is about how do you know when one of them is lying ? Answer, if his mouth is open !

Because you believe they are lying....so you ask the question to avoid any further assumptions.

I'd ask....out of honesty for both myself and the person I was suspicious of.

It's the honest thing to do.

You may suspect they are lying. If you ask them, you can look them into the eye and see for yourself. Sometimes people cannot look you into the eye and lie--their look gives them away.
