I guess the tights wouldn't fit if he wore them on top of his briefs. Also, maybe he didn't want to look like a deranged pervert showing his pack shamelessly on tights only, so he decided to use the briefs as a cover-up (remember, the movie is rated G, so kids would see what they shouldn't, hadn't he decided to wear the briefs on top of the tights).

When young Clark Kent was a little boy and his super powers were just beginning to be recognized by his parents (well, Mr. and Mrs. Clark, his adopted parents), he had a problem with his clothes tearing and even burning when he flew or lifted things or whatever.
Mrs Kent had saved the baby blankets that were in the capsule where she found him as a baby. So she made them into a costume for him. The thread was so strong that she couldn't cut it, young Clark had to burn it with his super vision.
The blankets were red, yellow and blue, so that was the color of his costume. The big 'S' on the front of the costume didn't originally stand for 'Superman', it was the sign of his family on Krypton.
Well everything I've told you so far is from the original story. The story doesn't explain how the costume continued to fit him as he grew. Perhaps Mrs. Kent just kept making new ones. Or maybe it just stretched out.
My guess is that the briefs weren't originally part of the costume. When Clark grew to a certain age, he noticed an embarrassing bulge. He wanted something to hide it, so he went to Wal Mart and bought some shorts.

superman's skintight costume with "briefs" on the outside was designed to look like early wrestling outfits. if you look ant early American professional wrestling you will see the similarities right down to the cape.And "briefs" on the outside of the out fit. this look was actually originally crated by wrestlers wearing leotards and a trophy belt. Superman was supposed to look tough and strong in this wrestling style outfit.

you must remember that all though he was very powerful superman is still a boyscout and in keeping with that idea like all boys wanting a costume trying to be a superhero they grab there underwear and a towel and instant superhero. it is simple and works for kids. he's just a big boyscout
