One day i played a game on the computer and it was fast. My computer is a vista with a 3 gig ram, nvidia graphics, and amd 64 live. I accidently unplugged the power cord and the computer turned off while i was playing counter strike. When i went back on it was slower than usual and i cant get it to full speed again. Any answers to this problem?

Adjust game quality settings. You were probably playing at a lower game setting (fast). The setting was not saved. Then you started playing again but at a higher quality setting that is why frame rates noticeably dropped.

Depends on the situation. If there was a lot of "lag" that could mean that the server is overloaded not your PC, if there were a lot more people online that before.
