I wish I had an answer for you. I'm having the same problem. No taskbar or start button on bottom, my Yahoo and Google Toolbars on top are gone, and my Explorer bar on top is hidden until I roll over top of screen with the mouse. My problems seem to be only with Internet Explorer. You are not alone.
UPDATE: I just asked a similar question, got an answer that worked for me. You may be in full screen mode. Try pressing F11 to bring your screen back to normal.

Try adjusting the vertical size of your monitor to make sure part of the screen isn't cut off. There is also an option to hide the task bar when it isn't needed. If this option is selected then hitting the bottom of the screen with your mouse icon will bring it back. You can then right click on the task bar, select properties, and see if "auto-hide the task bar" is active.

Try moving your mouse to the very bottom of your screen. See if your 'Taskbar' shows up.
If it does, right-click once in that area.
The pop-up screen is called 'Task Bar and Start -Menu Properties'.
Put a check-mark in the empty space named, 'Auto-hide the task bar'.
Your task bar will stay in sight.
If not, ... you're screwed !

You probably have a screen thats adjusted poorly, use the buttons on the monitor to move the screen back into allignment. if its a LCD panel, look for an auto button.

something like this got here about to me, my boyfriend mounted it so i'm no longer one hundred% valuable if it is it yet i think of he advised me to bypass to: Run then sort "explorer.exe" and then click "ok" or something like that... and then it got here back!! so with a bit of luck this works for you... terrific of success!

hit CTRL+ALT+DEL then look for file..click on it then click "new" task then type in explorer.exe then hit enter.this should fix it
