Nope, it's not necessary but the choice is hers to take!
13 years olds have a choice to either wear make up if she wants to or she doesn't want to. Why in the world would anyone want to persuade her to, right?
And is this 'she' coincidentally be you?

First, I'd suggest making sure that she knows that you don't think she needs make-up, and that she's so beautiful the way she is. She is also beginning the teenage segment of her life, meaning she wants a little more freedom and ability to start making more of her own decisions. With these things in mind, I think you should let her wear it little by little. Maybe allow mascara and lipgloss for now, and as she gets older start accumulating other things into her make-up selection such as: eyeshadow, eyeliner, blush, and lipstick. You can always make regulations as to how much she wears and which colors she can choose from. You may also want to think about teaching her the correct ways to apply the make-up. Hope it helps, good luck :] !

Why do anything you dont need to? However, if you are a parent asking because your daughter wants to, here is my advice:
She will end up wearing it anyway, so you may as well show her the ropes, so she doesnt over do it. Get her a tinted moisturising foundation, a compact powder, gloss, and a mascara. Keep it minimal. 13 years olds often have great skin, so they dont need to hide it with a lot, but this will probably be enough to make her happy.
As she gets older she will want more, so take her to see a qualified make-up artist (ask them what their qualifications in make-up artistry are first) They will be able to teach her the best ways of applying make-up to suit her.
If you let her just do it her way, or if you try to stop her from wearing it, she will most likely end up overdoing it and looking terrible. She will be more determined to wear it, if you try to stop her.

Go natural for as long as you can! You'll hate the hassle of putting on make-up as you get older. I put on make-up to cover up flaws I didn't have when I was a teenager - dark circles and bags under my eyes, sun damage, and discoloration. If you take good care of your skin now with a healthy skin care routine (cleanser, moisturizer, sunscreen), you can hold off the flaws for as long as possible.
Consider how your skin will react as well. Usually adolescent skin is really oily, and make-up can cause you to break out more. If you do decide to wear some make-up, try to stay fairly natural and just do a bit of mascara and a light lip gloss or tint. That's a good look for summer anyway.

I dont think anyone needs to wear makeup. But I like to and alot of other people do. Just make sure she knows she doesnt need makeup to look good.but i think 13 is a good age to start wearing makeup if you want because you are becoming a teenager. but ONLY if you dont go hog wild. I think maybe some lipgloss and a little eyeshadow is good. And maybe some eyeliner or mascara. Just as long as she knows how to apply it and how much! As said before, there is no age limit.

well i'm 13 and am goin into 8th too! so what i say is i know soooo many grls that wear it and look great! also i know grls who wear waaaaaaaaaaaaay too much of it and it looks like they got lipo on their face! also there are so many grls that love make up so much that they say they would rather die than go through a day in public without it! i have a feeling you won't turn into one of them but i'm just saying what can happen. but i think if you really want to you can wear lip gloss and if you really want to concealer (to hide any zits that might come up or something) but i'm not wearing any makeup except for lipgloss and concealer either and i've been doin fine. so i don't think you should swear off of it but i don't think you should cover up your whole pretty face so i think you should start small if you want to and then add stuff as you go.

buy some really cute shinny lipglosses (think clear, or clear tinted ones, bonebell has some cute stuff) and a little mascarra. just wear a little bit and re-apply the gloss throughout the day. it will look cute but not over the top and is easy to apply. try to stay away from lipsticks and eyeshadows for now, they're a bit fussy. and keep your skin as healthy as possible, remember to cleanse, tone and use an SPF moisturiser everyday, it's a good routine to get into! and most importantly have fun with it :D

I think at that age it is ok if she wants to start experimenting with it. Just not a lot, like a little lip gloss or maybe some mascara. Someone should teach her the best way to apply it and which colors work best with her complexion so that it still looks natural. But no one NEEDS makeup at that age.

If she wants to there is no problem with it. Makeup is self-expression, even if you do need it. A little bit of makeup would be completely fine for a 13 year old, as long as she doesn't over do it. She could have someone older give her tips on making it subtle. I started wearing eyeshadow and powder when I was twelve. It doesn't hurt to start practicing young when people won't notice as much. :)

Well no one really NEEDs make-up people just wear it. If you ask me its definately ok. I started wearing make-up when I was in like 6th grade. All you need is a little eyeliner, mascara, and blush and you should be on your way(maybe eyeshadow tooo if u want). For partys and other occasions put on a little more and definately eyeshadow. you only need foundation if you have acne or un-even skin. Make sure to always wear a little sunscreen on ur face to keep it beautiful and wrinkle free! Try Ulta for good starter kits for make-up
-hope i helped!
