Sounds like it's being told in the present, about the past.

Can = this happens in the present
Asked = this happened in the past.

She is presently imagining the way the man looked when the woman asked him to marry her at some point in the past.

The event already occurred. It is in the past. The person imagining it, is doing so in the present.

it means it already happened...like 2 people talking one says "he was astonished when she asked him to marry her" the other says "i can imagine his astonishment..."...asked would be past tense

Since "asked" is in the past so it means she already did it.

"I can imagine" is in the present tense, but "she asked him" could be even the near past (even an hour or so would be the past) because it has already happened.

No, it's the past.
If it was the future, it would say:
I can imagine his astonishment when she asks him to marry her.

It's in the present, but is reflecting on something in the past.

the questions states that she 'asked' him to marry her...asked is past tense therefore the sentence was refering to something that had already happened...therefore its in past tense.

"Asked" is a past tense verb, so this event already happened.
