One hand equals 4 inches. You measure a horse to his/her withers, so a 13 hand pony is 52 inches at his withers.

Well, you've already gotten your answer in inches (1 hand = 4" and 13 hh = 52") but to put it in perspective, most equine 14 hh (56") and over are considered horses. So, that's a pretty decent sized pony.
