No, it's not. It's just bad word usage.

I sent to a seminar a few years ago when Alanis Morriset's song "Isn't it ironic" was on the radio, and the topic was about how none of the things were actually ironic, just bad circumstances. For example, one of the lyrics was "It's like rain on your wedding day." That's not ironic . . . unless you're the local meteorologist.

Sarcasm is how you say it.
