Without going into a dissertation.
These records are on Virtual Private Networks.
There are only a select amount allowed on there Networks and they are CDS sign In's and then they are required to sign in a 2nd time to a 2nd server. So you see it's like the Banking and Credit Cards, and Medical Records.
I will guarantee that there safer on the Internet then you are.

When you talk about security its not about a product but its more about a process. For example an unsecured application written badly or in fact deployed insecurely won't be protected by the firewall. There are lot of products both hardware/software, many firewalls, proxy servers, thousands of very well free software that come with Linux/Openbsd. The question boils down
1. what are u trying to do
2. how are you trying to do
3. where are u trying to do

Get a good firewall and buy a server with a proxy.
