This could be several things. These could be "fairy webs" created by rainy weather and the wet shrubbery. It's a type of mold, believe that or not, that forms over wet spots that have a hard time drying, it will kill the grass.
The insects take advantage of these to hide in it, hunt in it, or just use it, a parasite.
Another issue, it could be a tiny spider, then don't worry. use an insect spray.

It sounds like tent caterpillars. Buy an insecticide and spray the webs. If it is localized to a branch or two, you can clip the branch and burn it, web and all.
If you don't care for this now, next year it will be a bigger problem. The worms will defoliate the trees which will not kill the tree this year, BUT after a couple of years of stress, the trees will suffer.

I hope you don't expect a real answer with that much information. There are only several million species of insects and you don't expect an answer like "Oh, that's one of them purple speckled vulcan bugs" Seriously, you need to bottle up some of the critters and go on down to a nursery who knows the difference between an oak and parsley and ask them what to do/. there are also county extensison agents in the phonebook and they are a wealth of information on stuff like this.

I dont think its eastern tent caterpillers. They usually are seen when the buds break in the spring. Depending on what type of trees you have....it could be bagworms. That is out this time of year. It could be a few different things but that would be the most common one. So you can knock off the bags or treat them with insecticide

Those are Mamosa Web Worms. You get rid of them by spraying with Sevin. The person who said that it is fairy web doesn't know what they are talking about.
Fairy ring is on the ground where it kills the grass in a ring shape. It does not affect trees.

Sounds like bagworms. Go the the hardware store or garden center and get some Malathion. Follow the directions and it will kill them.
