In the letter, you can state that you were an employee for __ years and as such, have an intimate and in-depth understanding of the company and how to do the job required, which make you an ideal candidate for the position. If your evaluations were good, if you received any promotions or commendations, be sure to mention them.

Don't depend on this information however, be sure to include in your cover letter any applicable work you did before, and after the layoff, and include any additional skills you acquired in the meantime.

The fact you have worked there should be a good asset for you...I would apply with a cover letter stating you have worked there and would like to again.

Why were you laid off? - just downsized or was it performance related? makes adifference
