why cant they arrest nicole wallace in law and order?

cant they arrest her for telling that one guy to kill the professor and idenity fraud ?

they did arrest her once for the murder of a nurse and her possibe lover. but her rich husband got her a good attorney and she was acquitted. after wards they divorce when he realizes she is a complete nutbag!
