I have an albino oscar about 4 inches in length who has lost a good portion of his tailfin and another fin along his back has started to turn black. I am treating the condition as recommended. However I am curious if the damaged fins will heal completely or grow back?

As long as the damage didn't get into the actual flesh of the fish and was confined tot he fin itself, the damaged areas will grow back. It will take quite some time, possibly moths depending on the general health of the fish and how much needs to regrow.

it takes a long time to grow back but they can, make sure to keep the water good and maybe add some liquid vitamins to the water. Also keep a close eye on it, I had some guppies that developed fin rot that traveled up their tails. I had to euthanise them as it rotted thru to the bone

it wont heal up without treatment and it may not heal up completely.
