The blobs could have been formed as silverpet wrote or there could have been metal filings that stuck to the die, or were on the planet and when the coin was struck, stuck to the planet.Due to the collar there is only so much room for metal flow. It is not uncommon for both these things to happen. Only when there is a lot and it really stick out, is there any added value. I am not an error collector, so see if a coin club is near you to have them look at it. I go by what I have read over the years.

Looks like you have two Presidential dollars with die chip errors. The die is the metal punch with an incused mirror image of a coin, and when part of the die below the A broke during striking it leaves a raised spot on the coin. The Mint strikes more than 30 billion coins annually and dies, like any other piece of steel, are subject to all sorts of damage. In fact, due to the high volume of coins minted the Mint doesn't consider this, together with die cracks, die scratches, polished dies, as errors. Minor die chips carry little or no premium as few consider these as collectible errors.
