Actually, crime is down substantially in this country, in almost every category. Criminologists are still trying to figure out what factors combined for the sharp decline in crime since the peaks of the late 80s and 90s...

Despite the overall decrease, some areas have seen persistent problems - and there it most often is a combination of weak law enforcement and a frightened populace that contributes to the continuing problem.

Well, crime is certainly not under control, or in control.
So yes, it's out of control.

Why is there so much? Because we're a polarized impulse-drive hedonistic culture that thinks we can get away with anything, and take anything we want. That's common practice at every level from the streets to corporate boardrooms to our own govt.

With some much crime and graft occurring on daily basis by politicians and business leaders, that sends a message that crime does pay.

To answer your question, I must say that there is a great deal of disagreement among experts as to whether crime is actually out of control, or whether its a matter of how you interpret the stats.
You have to possess an understanding of the criteria the major criminal agencies use to collect and decipher the crime statistics to answer this question. The 3 agencies whose figures are recognized as accurate indicators all use different criteria. For example, are you talking about crime, or violent crime...etc. My understanding is that the latest info actually indicates that all crime has been on a decline, including violent crime in this country for a couple of years. The reason for all this crime? There is no one single explanation. Most experts agree that it's a combination of many reasons, from economical, location, opportunity, sexual, emotional, physical abuse, parental neglect, drug/alcohol abuse, just to name a few reasons and there are many more.
