No, they are not high enough. You have to go to the Rockies for that. The smokey's are old mountains with lots of trees. The temp can be cooler than lower altitudes, but usually they will not have snow past April.

Since the ice ages there has been no mountains in the smoking that have had snow year round.

I've seen them on a cool September day, and they did not have snow.
It would be very, very unlikely.
