I am assuming you mean a TV news cameraman, as there are a number of "cameramen" -- Documentary, Film, Newsreel, TV news etc.
Their job is to arrive at the news story as quickly as possible, and as close as possible. To film what makes the best story within the censorship guidelines of the station, TV newsreel agency or the countries broadcasting act (if shooting domestically) whilst not being a hindrance to the Police, Fire Service or Ambulance service, or top any other services (i.e. soldiers in combat). Then to send the images back to their station or news organisation as quickly as possible so that it may be edited and then used in a news broadcast,
