When I was a young child (I'm 55), restaurants, schools, public transportation, and hotels all were segregated by both law and custom. All this changed during the 1960s and early 1970s.

Need to? What for? This is 2007 and those days are long gone. If he is elderly or handicapped it might be polite on your part but certainly not required.

If he is old or disabled,yes, but I think you should do that for anyone who is old or disabled, and not because of their skin color.
