When a double pane window is foggy inside it has had its seal cracked so that moist air has entered it. That factory seal could only be done at a factory. There is no way you can correct that problem. Sad to say but you need to replace the glass. Make sure the new frame is not jammed into the wall opening and putting stress on the new glass that could crack it too.

If it is a regular vinyl replacement window you can order from a window manufacture either the bottom or top part that is foggy and save yourself from buying the entire window. Unless the both top and bottom are foggy, I would suggest "cracking the window" and splurge for a new one like someone suggested.

You can't. The seal is broken, the space between the panes should contain a gas, like argon.
Its not a DIY project. A window place near might be able to fix it. If you know the manufacturer, you might be able to buy a replacement sash.

You can't !! Looks like you are in need of a new pane. They are not that expensive, unless the window is very large.

Try wiping the window with a dryer sheet,like Bounce. Works good.
