In the morning after a shower and a couple cups of coffee. I like to get things done early.

Best time is when ever I get to relax and read, after that, into the late evening early morning I like to think I'm at my sharpest and yes, I make most decisions when I feel sharpest. Thanks for making me think :)

Late mornings around 11am for some reason. I try to make the biggest decisions close to that time.
