it would only apply to heavy vehicles ie semi's where they have an xtra braking system attached to the diesel engine flywheel where it slows down the engine it can be switched off if not required it is very effective slows the vehicle down another 33% on top of the wheel brakes but also very loud and can be heard quite a distance away it is called a jacobs engine brake commonly called a jakebrake by truckies some towns here in australia have banned them and heavy penalties apply for using them

whereas an exhaust brake is attached to the exhaust of the vehicle turning the engine into a compressor slowing it down and it is much quieter and can be used around town it works by butterfly flaps on the fuel inlet and the exhaust outlet closing and opening

Engine Braking is what some people call the Exhaust Brake or Jake Brake (may be slight different on how they work, but all basically the same concept). They are attached to the exhaust and when activated they make the engine slow down causing it to have a braking effect on on the vehicle. From what I've been told it opens the exhaust valve a little earlier to let a small amount of the air/fuel mixture out so there isn't as much power coming from the engine. I've always figured that it's not allowed in certain parts because of emissions. Don't want that fuel out into the air/ground.

You ever hear an 18 wheeler gear down and give out a loud RRRRRRAAAAARRRR. Thats engine braking also called a "Jake Brake". Lots of cities post these signs to keep the loud noise out of residential areas. Hope that explains it well enough for you.

On heavy trucks" Jake Brake" engine compression release allow truckers to save on brakes. You see signs "no engine braking" at the begining of towns to help keep the city quiet Jake brakes are more noisy than the diesel engine. On car's any time you let off the gas the engine drags down your speed called engine braking too. Most auto transmissioned have coast built into them let off the gas and the car coasts to save fuel.

Crank the engine simply means to turn the key and allow the engine to turn on battery power without actually allowing the engine to start, in other words turn the key on and off quickly so the engine turns.This is a term from the time one had to start the engine with a handle

It's a sign posted in many areas informing truckers they should not use their clutches to engine brake. Doing so reduces noise pollution.

It is simply downshifting into a lower gear & letting out on the clutch. The momentum of the vehicle causes the engine to rev . Thus slowing the vehicle down. You can engine break with any vehicle that has more than 1 gear. (even automatics)

using your clutch for braking is better for your actual breaks and for the engine, so truckers do it on long hills, signs are posted so the loud engine noise isn't an issue, also, it causes more exhaust

Engine braking is something truckers do. Several posters before me explained how it is done. Here is a video that will show you why it is forbidden in some places. It is very loud and annoying.
