First, check to make sure the clutch is engaging on the A/C compressor. It'll spin with the pulley, its ok for it to disengages once in a while. As long as it is spinning. (make sure to do this with car running and with the A/C on full blast). If its not engaging the clutch could be broken, but there may be another reason (below). If it engages and doesn't turn or makes a load squealing sound your compressor is locked up and need repaired. If compressor is working ok. Hook up a pressure gauge to the low side port of the A/C system (NOT the high side) and check the refrigerant pressure. Make sure it is within an acceptable level (buy a good gauge and it'll have the chart right on it). If it doesnt have enough your A/C wont work and if you have too much it can cause your clutch not to engage. If you don't have enough and you resently refilled it, it may have a leak. You should use some UV additive and the UV pen to search for the leak and see how big it is. If it isn't too bad it should be able to be resolved with a can of A/C Stop Leak (as long as the leak is not in the metal pars, only rubber parts.). Just have to trouble shoot it. See what you come up with.

sounds like a ford? Year make and model please. Some times parts that don't get changed have metal particals that destroy the ac system with in days. Causing even more metal in the system Ford offers extra filters to catch particals. All other cars after compressor failure. I reccomend a comlete freon system replacement including hoses. Leave any junk in the system and that ruins the pump (compressor).

When you put it on max cooling look under your hood and see if your compressor is clicking on.
