attorney's e-mail address? I looked up his site but wasn't able to find out his actual e-mail address. Call me an idiot but I can't figure out how to do either and I'm getting so frustrated.

You have 2 questions
1. How to look up that law
2. How to get attorney e-mail
I will answer 2nd one first

2. How to get attorney e-mail

Many people try to keep their e-mail addresses confidential, so that they do not get inundated with spam. The data might not be publically available.

If you have found web site of the lawyer company,

note that while the web site might have some url like
www.lawyer-firm-names.com
(I just made something up there) the e-mail addresses to that lawyer firm with have e-mail address names like
this-lawyer-name@lawyer-firm-names.com
that-lawyer-name@lawyer-firm-names.com

you see how that works ... whatever comes after the
www dot of the web site
is the same that comes after the
ampersand or at sympbol @ for the e-mail address

so is it as simple as the name of the lawyer before @ ?
could be
could be first initial then last name

look for where there is a tab for
ABOUT and/or
CONTACT US

they may have instructions how to reach them by e-mail
that's a standard location where that type of info is given

however, not every web site or company uses standards

1. How to look up that law

There are public and private libraries that have the actual laws in reference books where people can read them.

When you get into the library, ask for directions to the reference desk, then when you get there, tell the reference librarian what law you want to look up.

Either they can help you find it in that library, or they can tell you what other library has it, and help you with directions to that other librrary.

Here is what I keyed into Google Search Engine
http://www.google.com/search?hl=en&q=Law+42+USC+1983

Notice that there are a bunch of links to the law in question,
or discussions about it ... you may need to narrow the search a bit after I got you started.

One thing that will help you in the future, is to learn how to use Search Engines in general. Here's something I wrote up some years ago which is still valid, although not up to date on all options, and some links are broken. I have not had time to work on my blogging in eons, but I still pay $ 40.00 a year to keep the stuff up there.

I've been able to find most of these laws in the county main library or at the university library (Fresno). The staff is good at keeping them up to date as the books I've referenced all had current updates in the back packet. There is a registry in my area of all the attorneys and firms, my attorney had one, but since a lot of things change (disbarments!!) these get obsolete fast.

Without pay services like westlaw or lexis, findlaw is the best bet for you.

You can also research lawyers and the contact info.

I have never used it but http://www.megalaw.com/research.php is free and Lexis allows some free research at http://www.lexisone.com/legalresearch/

FindLaw is your friend.

Also, the attorney might not give out his email address, or might not even use email. There's probably a phone number to call.
