It's soooooo LAME.
Anyway, the type of fan you're referring to is called an "oscillating" fan...there's usually a little button on top of the motor housing that you can pull up to prevent it from oscillating and keep it in one position.

hah yah..thats why i pull the lil button thingy to make it stay in one spot...or i move around with the fan. lmao!

i would disconnect the lower radiator hose and drain it from there, sometimes the drain plugs can be stuck on.
