Legally, they have several possibilities:
a. They can hold the money for another election.
b. They can give it to another candidate.
c. They can give it back.
d. They can pay old campaign debts.
e. They can give it to a "political cause".
Despite the controls put on campaign money, it gets a little squirrely.

In federal races, any unspent dollars are kept in the candidate's account. If they don't run, the account is dissolved according to FEC rules.

Most states follow the same guidelines.
