Yes, it is stupid reasoning, and I think it is the basis for a Tom Cruise Movie that was out a few years ago..called the MINORITY REPORT
Yes it is stupid reasoning, and thankfully we are ONLY tried and held accountable for things that we actually DO, and not just think.
However, it is possible to say that in some cases, such as the columbine massacres, and that guy CHO who killed all those people that it would be good if we could detect those who were starting to put their master thoughts into action.
Like it would have been good to nab that CHO guy and charge him in advance for all those killings, because he wasn't only thinking of doing, he was PREPARING to do it.

it depends on what you mean if someone thought about cheating that would make you mad but at least they didn't follow through with it which means reason won out and you were more important, give credit where credit is due
