I'm not sure if it's so much a legal issue, rather than a moral obligation. As a parent, you are expected to protect and care for your children. Neglect and abuse are certainly are dealt with by the law, but a parent who would let their 15 year old daughter walk home from anywhere at 11pm needs to have their head read. It's ridiculous and dangerous. I'm going to go one step further and ask why on earth is the parent letting a 15 year old girl out that late at night anyway? If the daughter knows that they will have to walk home that late, maybe they could also be accountable for their own safety and make a decision if it is worth going out.

Generally the government cannot force a person to drive because driving is a privilege that people have a right not to use. However, a mother can get in trouble if she allows her underage daughter to walk somewhere late at night that puts the girl in danger or for allowing her to stay out past the juvenile curfew. It would have to be a pretty serious case for the government to get involved unless there are other things the mother is doing that they don't like.

Maybe social services should be informed of this. A 15 year old shouldn't be out at 11:00 pm. And the mother should care a little more about where her daughter is at that time of night.

Well, it depends on the situation. I mean if she disobeyed orders which caused that no. You couldn't go to jail for that. The worst is child services will come but that's highly unlikely.

It depends on the situation. If there is a curfew, then yes. Mom has to pick her up. Plus, it is just stupid not to. She is putting her daughter in danger of predators. You can alwasy ask an officer at your local police station.
