Yes you can. Changing the front pads and rotors is not a difficult job (less than an hour) Just make sure you have all the right tools.

A repair manual will show you how (with pictures) to do this and MANY other repairs on your vehicle.
It will work if the electricity goes out. You can take it with you into the garage. Makes interesting bathroom reading. You can use it as a coaster so you can set a cold drink on it and not get rings on your furniture.

You will have to buy a few tools for the job so it would be cheaper to call your local community college that has a automotive program cause you won't have to pay for anything but parts hopefully.

If you're asking you shouldn't be doing...rule of thumb is to not mess with any system on your car that is required to drive properly (ie brakes, engine, exhaust) if you're not knowledgeable or comfortable doing it.
