I can't speak for all States but in most States they are responsible for child support. Because their income is very low they can apply to the court for a reduction in the amount for what they are responsible. Usually such a request is granted.

Yes, they are indeed. Their debts still accrue while in prison, including court judgments like child support.

yes, but they don't have any source of income (usually anyway) so it often just doesn't happen
