i was a landscaper for many years and i can assure you that piles of dirt do not move themselves. is to likely pile is from installation of spa or lines feeding water or power and were just not noticed untill now. if piles of dirt keep showing up i suggest opening up a topsoil business.

I would say a mole, or vole. Although prairie dogs are native to that area, they live and tunnel in specific communes. Moles and vols can disrupt or raise a good quantity of soil. When you shovel the dirt away, you obscure the hole they leave ( or rather, fill it back in ). If more mounds appear, gently move the soil using hand trowel.. you will likely find a hole. Good luck with the varmints.

It could be a fire ant hill. If you rake the top of the hill and see ants that's probably what it is.
