needs to be someting that's original and something that I can take a side on, i also have to give a speech and try to persuade the class one way or another, here is an example however i don't like it and the teacher said it wasn't original: standardized testing should be done a way with because.... anyways thanks for the help!

Well first, you need to think of a topic that you actually have an interest in. You're going to be writing a persuasive paper and giving a speech. If you don't have an interest in the subject, that is going to show through more than your knowledge of the subject.

There are a number of debatable topics out there. Here is a sample:

Abortion
Beauty Contests
Death Penalty
Drinking age
Emergency contraception
Illegal file-sharing
Gay marriage
Homeschooling
Immigration
Legalization of marijuana
Negotiating with terrorists
Global warming
School prayer
Three strikes laws
Violence in video games
Wikipedia

There are hundreds more than this. The important thing, as I said, is to find one that interests you and that you can really take a stand on.

Federalization of Law Enforcement

Basically, this means absorbing all of the local and state law enforcement agencies, as well as doing away with all the little niche law federal enforcement branches and combining it all into one federally controlled system under the department of justice. There is no need for the DEA or the BATF or the INS. They are all there to enforce the laws so lets just have one set of cops and let them have the authority to enforce all of those laws. You can pick a side for or against this topic but it has ample room for research, persuasion, and debate. The down sides are a large powerful federal police force that may be difficult to control. The up side is a vastly simplified legal system with better communication and no inter-agency competition.

Pick a community issue. For example, our city has a number of public debates going, including whether or not we should have Sunday liquor sales, whether or not we should have a casino, whether or not the state's attorney general overstepped his authority in filing charges against the local abortion doctor, and how the school system should respond the the recent Supreme Court ruling that forced bussing to achieve racial integration is no longer required. (Yeah, I'm from Kansas!) But your area will have controversial issues, too. Listen to the local news and pick your issue.
