One of two ways:
Mount a small tire on a motor and mount the motor on end so the wheel rubs against the kick wheel edge. Size of the small wheel depends on the speed of the motor and desired speed of the wheel.
Fit a belt around the kick wheel large enough to also go around a pulley on the motor.
