Why was Ronald Reagan so gutless that he caused 9/11?

Cut and run from Lebanon, selling arms fro hostages. This emboldened the the terrorists.

It would sure be nice in everything was as simply as you are trying to make it. Reagan emboldened terrorists who were fighting the USSR which at the time was a much larger enemy.
