I can really understand your frustration--but a fence would stop the dog problem. It doesn't have to be barbed wire or electrified, it could be an ornamental one about 40 inches tall--many home supply stores carry these in premade sections of white vinyl--which is easy to clean and install and would look very proper in front of a town house. It would then give your lawn a chance at survival.
There's a saying "that good fences make good neighbors".
People who let their dogs out wouldn't be put off by a sign in your yard--but most animals and humans understand what a fence means. So, solve the problem for yourself and get rid of your frustration.

I would try to find the owner of the dog(s). I doubt if talking to them will help. There are sprays that contain pepper that will cause male dogs not to urinate on your lawn and plants. You might also ask your local dog catcher what the laws are concerning roaming dogs. I would also put up a sign that says, "Keep dogs off lawn." I have a stun gun that makes a loud sound. That scares away dogs. I love dogs and it is not the dog's fault. You need to make the owner pay.

If you have a walk in front of the yard you could try spraying
the edge of the walk where it meets your lawn with a mix of ammonia and water. When they start to sniff the smell deters them from staying. Of course you have to reapply every few days and after rain. If the dog is a regular to your lawn he will train himself to stay away.
There are also pellets that you can buy at a garden store to sprinkle on that the lawn. They too act as a smell deterrent .

u could put a sign out that says please do not let ur dog urinate in my yard thank you. other than that i dont think u could do anything. ur grass not growing could be caused by something else too. we have dogs in my neighborhood and im sure they pee in our yard and our grass doesnt die. so maje sure its not something else causing u the problem.
