No, but it could give the police reason to believe a crime is about to take place (reasonable suspicion is test - not probable cause) and they can do a "terry stop" to get your identity and pat you down.

Al long as your mask is not provoking/promoting violence or other offences and the mask is not threatening or offensive to others it is legal.

However if asked to remove the mask by a PC and you fail to comply you may be arrested.

In nutshell, it depends what types of mask your talking about.

Prob not. As long as you aren't doing anything suspicious...and it isn't a ski mask. Though it might depend on where you live.
