You're making a big assumption in thinking that he wasn't already over the edge in Y2K. Even that early, it was clear that he couldn't tell when he was lying.
Having to withdraw the troops before the expiration of his term isn't a given. He seems to have lost interest in what happens to his party.
Same applies to the Iraqis winning their own war. He's never given any indication of caring what's actually going on there. And it's not just Shiites and Kurds. Last month, there was a lot of fighting in the Sunni Tribal areas between Al Queda and the Sunni who have finally figured out that Al Queda has been bombing both factions to stir things up.
My guess, is that the final blow that leaves him drooling and catatonic is when the 82nd Airborne has to drag him out of the White House in a straight jacket in March of '09.
I can't see him giving up the Presidency gracefully. God knows, he's never done anything else that way.

First off, when Bush leaves office he will not be cutting and running. He will be leaving since he served the two term limit.
Second, the second would probably piss him off more.
