For starters, there is a limited amount of space on the electromagnetic spectrum. Therefore, you can have only so many over-the-air channels. That led to licensing, rules, etc. Anyone with a printing press can start a newspaper of sorts, although there are financial barriers at this point.

The catch now is that those restrictions on TV are moot on a national basis, thanks to satellites, etc. Anyone can set up a station and beam it out, so the industry has become less regulated.

because it's broadcast for free over the airwaves. Anyone can watch the content at any time. That's why explicit or ultra-violent content is not allowed, because a kid can watch it for free without anyone knowing it.
The internet is almost as easy to look at, but at least it's paid for by the customer, and can be locked out by the parent.

Anything you do these days is being watched, listened to plus
pictures are taken everywhere you go. Television is only for
starters.
