Each branch has its own inherent powers to carry out investigations and to enforce its own rules. So, the executive branch has certain quasi-legislative and quasi-judicial powers, usually in the administrative areas of law, and the legislative has quasi-executive and quasi-judicial powers to hold hearings and to act as necessary to enforce its internal rules. And so on.

As far as FEMA, that's an executive agency. But because it's established and funded by the the legislature, Congress has certain inherent authorities to investigate wrongdoings and to determine if funds allocated are being spent properly.

Similarly, if a someone files suit against FEMA for violations of federal law (including its own regulations), the courts have the ability to make determinations of fact and to compel disovery and to order enforcement of judicial judgments.

yes the court has become an arm of the executive branch - it supports it w/o question.

we are currently in a royal form of government - all objectivity has been suspended - we are currently in the twilight zone.
