I am a student in ESL. I want to find a part-time job in SD. Is it legal if I work in US without SS? Or It allow to work about 20 hours per week?

As far as I know it is completely illegal to work in the US when you are here on a student visa. You may do part-time as library aide, etc within the premises of the University, but to get paid for that you do need an SSN, since you get taxed on what you earn. This was the case a couple of years back when I came in as a student to US.

Unless, of course, the rules have changed now...

As far as I know you are only allowed to work at the university on-campus.
Talk to your foreign student adviser.
