Define advertise: They can't run a TV commercial for open positions, they can't have a section for open positions on their own website, or what?

Federal agencies can put out notices saying there are positions available and that they are seeking candidates.

They are restricted by certain regulations in how those positions can be advertised, but it's not a blanket prohibition against any form of notice.
